Can’t lock a layout in a breakout room

I want to create an interactive activity in a breakout room with a number of chat pods on top of a PNG graphic in a share pod. The problem is that anyone could click on the share pod resulting in the graphic coming to the front and hiding the chat pods. In the main room, I can lock the layouts to prevent this from happening but the lock does not seem to apply to layouts in the breakout rooms.

Any suggestions for a workaround would be much appreciated.
