Quiz Retake Fee

When a student fails an exam/quiz at the end of a course twice, I want to be able to lock that quiz from any further attempts untill the student purchases a re-take fee.  How would I go about doing that?

I've thought about setting the fail limit to 2 in Presenter, but that doesn't seem to work to well (I can keep taking the quiz over and over).. but even if it does, how would you go about resetting the "attempts" so that when the retake fee has been purchased, that they can try the exam/quiz again?
