There is no way to browse the Tech Notes, but you'll have to search for them using the Adobe Knowledge Base.  Go here: http://kb.adobe.com/selfservice/microsites/microsite.do

Then make sure your search includes all applications of Connect Pro that you own (look for Connect Enterprise Server).  The search result includes all technotes.
