How would you create sub-menus in Presenter Outline Pane?

Unfortunately, it's not possible.

In Presenter 6, you can simply manually add 5 spaces before the Slide Navigation Name in the Slide Properties dialog, to indent it. This is an extra step since you have to retype the slide-title (and it will no longer automatically reflect future changes in the PPT slide title.)

Unfortunately this doesn't work in Presenter v7. One of the many reasons we downgraded back to v6.
