API to send notifications?

Is there an API to send notifications from a curriculum or course? I would like to make my own notification when a user has completed a curriculum or course use the connect web services.

Notifications are available under the notification tab with in a curriculum or course the only thing that Adobe forgot to put in is send when a user has completed.
