Mobile App screen zoom on PDF share

I want to be able to share a PDF with my student, that they will be able to write on.

They are using iPads. Can they only write on the screen in sync mode? If so, this makes the a4 PDF very small and the writing difficult to see.

How can they zoom on their iPads and also be able to write on the document?
