Error "The third-party audio service did not respond properly."

After upgrading to AC 9 from AC 8 we are now getting this error "The third-party audio service did not respond properly. Please check that the third-party audio service is operating correctly and then try again."

Everything was functioning before the upgrade.  This now happens when we try to connect to our Avaya Bridge.  Has anyone see this with the upgrade?  What have you done to fix it?  I have checked all the config files and they are correct.  Nothing outside of the 8 to 9 upgrade has happened that would cause this error.
