Creating cost centers using web services or an API

I have someone building me a management application and we are wondering if there is a way to be able to create a cost center using the api?

I want to be able to create new user with his/her own cost center remotely.

Has anybody managed to achieve this?

Can you use custom-field-update to create a CostCentre custom field for each principal?  Then call principal-update then acl-field-update to create the user and associate the cost centre?
