Random Slides Not Pulled Randomly

I have several pools of 12 - 20 questions, and I am trying to pull 8 random questions out for each quiz.  The problem is that the same 10 questions keep coming up, time after time, andthe others never seem to appear.  I have checked everything I can thinkof that might be a facot.  Can anyone tell me why this is happening, or how to get around it?  Thanks.
