Recordings Chapters and Bookmarks

There seems to be very little documentation about adding Bookmarks and Chapters and we're experiencing some issues:
1) It looks like Chapters can only be added after creating Bookmarks -- why can't we just add Chapters without first adding Bookmarks?
2) In order to create the Chapter, we created a Bookmark with a timing, then added a Chapter above it -- the system then adds the timing to the Chapter (yay).  BUT we then realized that the timing of the Bookmark was incorrect, there was no ability to edit the Chapter, so we had to start the whole process again.  Seems like there should be an easier way to edit your Chapters once added.
3) Is there any place that has DETAILED instructions and explanations of this new feature?
