What is the engagement dashboard actually measuring?

Is there any information on how the engagement dashboard is arriving at the percentage of engagement it is displaying?  I had thought it was according to Polls responded to, Questions asked, and if an attendee has toggled to a different app but the 3rd option doesn't seem to be the case.  It is hard to decipher how the dashboard is coming up with the engagement percentage.

So it looks like the definition of the Engagement dashboard is as follows:

Through a proprietary algorithm, Adobe Connect monitors various user interactions within the meeting room, voice conferences, polls, Q&As, status updates, and so on.

If I understand it correctly here is an example-  if there are no Polls setup for a webinar, and an attendee is simply viewing the content on the screen and not asking questions or using emoticons, then their engagement level will be very low. 
Would that be the correct assumption?
