It can be.

The best bet to ensure that your Connect Pro deployment is HIPA compliant is to host your deployment On-Premise. As long as your servers are HIPA compliant, then your Connect Pro deployment will be, too.

As for a Hosted deployment of Connect Pro being HIPA compliant, one of the biggest obstacles that we've run into is the fact that Adobe Support can access your account (only if absolutely needed), and with that said, it may violate some HIPA regulations.
