Accuracy of "Adobe Connect - Account Warning" threshold notifications

We've set an 80% notification threshold to let us know when we're approaching our seat quota. We get a message like:

You may be at risk of running out of seats for Adobe Connect. In particular, your account (name = Enterprise Account) quota for Account-wide Meeting Attendees for meeting
{meeting-name} has exceeded the threshold of 80% usage on DATE.

However, we're seeing times where the notification does not match the active meeting participant reports at the time the notifications were sent.

Has anyone else encountered this discrepancy (AC 9.4.2)? Or is it really counting something else besides active meeting participants?
