event-register fails if user already exists as guest in system

Hi I am calling the event-register api call to register users for an event.

If the user login already exists as a guest in the system I get the following error and the call fails:

<results><status code="invalid"><invalid field="already-registered" type="string" subcode="not-allowed"/></status></results>

This user is not registered to the event i am trying to register them to.

if the user already exists as a participant in the system, the api calls works as expected and adds the participant to the event.

Has anyone else seen this behaviour? Is there a different workflow to use if the user login already exists as a guest in the system?
