This error is occurring for Named Host meeting rooms: Users trying to connect are getting a message "The user limit for this meeting has been exceeded"; however, using the meeting reports I can see there are less than 25 people connected.

Any ideas?

Sounds like a configuration issue or you need to use a different type of meeting. When you look at your Admin page with the licensing summary, does the Meeting section show a max concurrent user limit of 1 or 25? If it is 1, do you see the ability to have a  Webinar 25 Manager in the Seminars section?

I have 16 Named Host licenses with 200 concurrent users per meeting and two Webinar 1000 licenses. I've escalated it to our provider to work get Adobe to explain.

200 concurrent would mean you have 16 Named Virtual Classroom Host licenses, which need to be created under the Training tab of Connect. If you look at the Admin page of your account you should be able to confirm this.
