Permissions needed to pull down data from API

I am an event manager in my org and we have a vendor working with us and they are working to build a call to the API but keep getting the error below.  What permission level do we need to have to make calls out to the API to pull back event info but not edit anything on the Adobe side?

The general recommendation is to use Admin level credentials to make API calls. This ensures that any information being called will be accessible. Many groups create a specific Admin login just for making API calls, so that level of access isn't tied to a specific user.
