Quiz Restriction Question

Is it possible to to create a quiz that will become locked for a set period of time after a user fails it? 

My prospect would like to set this restriction, so that students can't take the quiz immediately after failing.

No, there is no feature like that where you can lock out for a set period of time.    Students will be able to take it immediately after failing.

You can limit the number of tries the learner gets to try to pass and then anything they do afterwards isn't tracked in the system (in Presenter there's a box that shows at the top of the screen that tells them they're in review mode - not much sense in continuing if nothing's being tracked from a learner's perspective) - then if you wanted them to attend a class or live training session you could reset the quiz attempts/override after you knew they'd attended. 

That's what we're doing with our curriculum(s)...

If you use Captivate 3 there is an option in that quiz engine to set a time for the question where it will count as a fail if the user doesn't answer the question in the given time.
