Reminder Emails not sent on Event Date/Time Update

I have a reoccurring event, when I update the date/time/information and want the system to resend reminders, the system updates to the correct dates/times in the Email Options, but they are never sent.  Checked spam and other filters not an issue.  Plus  I don't even have the "send updates" option work around after I save & rebuild the event.  I have to export the participant table and send that way. 

Am I doing something incorrectly?

Adobe has already logged a bug for this behavior. I was able to reproduce it.
