Event participant made Presenter

Should that person be able to get into a meeting where participants are put on hold?

I made a registered participant (not user) a presenter with the set roles button, but when I use that account to enter the meeting, I am put on hold. I want that person to get into the meeting beforehand.

I'd rather not make a user account as this person is a one time presenter. We typically make people presenters in the live meeting and don't add them as a User (normally staff only).
