Mange external users as guests

we have realized LDAP integration for our internal (company) users.
To mange external users (outside company) we would like to manage them as guests within function:  Users and Groups - Manage Guests.
This means, we also want to import external users from CSV files and create them as guests directly.
At the moment we have to use function Users and Groups - View Guests - New User. The new account will then be availalbe in list of current users (within Manage Guests). Such user can now be converted to Guests.
