Set curriculum courses to Req or Opt when using a Testout?

We are setting up a curriculum consisting of:

1. Test out
2. Course
3. Post-test

Users can either take 1 (and pass it) or take 2 and 3 (must take both), so:

on the Course, we're assigning 1 as a test out
on the Post-test, we're assigning 2 as a prerequisite

My question is, on the currciculum's Completion Requirements, should all three be Optional?

Also I was wondering if others in the community usually limit the number of Test-out attempts, say to 1 attempt?
