HTML5 publish changes jpgs to pngs

I am publishing my Captivate 9 courses to HTML 5, however, the Scorm packages are ending up 3 times the size of my captivate CPTX files.  After some investigation, I found that it is turning all of my smaller size jpgs throughout the course to large png files.  It does this no matter what the project size and settings are on the Project > Size and Quality tab are (custom, low, medium or high).

Is there a way to make it use my smaller jpg files so the courses download and run faster from my LMS?
