Add-in Loading

I have a user who I want to make a presenter, when we test the screen sharing, she is prompted to download the add-in, which we do. It is then stuck at Loading. No action.
I have uninstalled, tried an installer directly from the site http://www.adobe.com/go/adobeconnect_9_addin_win
I have enabled the properties in the installer to be compatible with windows 7 as suggested in one post.
I tried booting in safemode, installed and it worked.
when I come out of safe mode, it is not working.
using windows 10, 64bit. Flash is updated.
This is frustrating.
