Notifications not sent after end of daylight saving time

I plan to open a ticket with Adobe Support, but wanted to see if anyone else has seen this issue...

We recently discovered that when we attempt to send notifications for a Training Course, the notification is only sent if the course's Open Date is set before November 2, 2014 at 2am (end of daylight saving time). If the Open Date is set to a later date/time, the notifications are not sent. With the latter, we briefly see the notification queued up in the Pending Notifications for the course, but they never appear in the Sent Notifications for the course and the enrollees never receive the notification.

We're on-prem running Connect 9.2.2.
