Some of my colleagues have reported that students using iPads are unable to add text to the Notes pod in a breakout group.  I've noticed that some students can't be promoted to Presenter.  Is that a limitation of Safari or is there a workaround/setting that we can use?

I haven't got an iPad, but I just tried with Safari on a Mac and was able to write in Notes, so it must be specific to the mobile version.

I don't know whether it depends on the age or the model, but we find that some students struggle with Safari but are OK with the Connect app, and for others it's the other way round.  Unfortunately I'm not sure that there's an alternative - aren't all iOS browsers just re-skinned versions of Safari?
