Unable to view Adobe Presenter recorded webinar

I have posted a PDF webinar on our website.  I have received several calls from individuals saying they cannot view the webinar.  The presentation will not load.  They have upgraded to Adobe Flash Player 10 or greater but still having trouble viewing the webinar.  I also had them do the utility test to see what could be going on.  This utility test for the four key components for a successful experience:

What do you mean by PDF webinar ?

Is the PDF being hosted on Adobe Connect as Content? If so, you want to make sure that the users have permission to view it.
