Microphone and Camera Rights for all participants

Is there a way to set these sot that they default to 'on' when a meeting is opened?  I find that if I pre-set them in a meeting room, then return to the meeting room later, sometimes they are still set and other times they are not.  In fact sometimes the 'camera for all participants' is on and the 'audio for all participants' is not and vice versa.
