Empty response bodies from certain API calls

In certain cases that I have not been able to clearly identify, we see empty response bodies from certain API calls such as:

https://[subdaomin].adobeconnect.com/api/xml?action=common-info
https://[subdaomin].adobeconnect.com/api/xml?action=logout

If I invoke these from a browser I see valid XML in the response body as expected, but for server-to-server calls (to certain subdomains) I get the empty response body.

Can anyone suggest what might cause this?
